Monaco Presents the Priorities of Its Presidency to the Parliamentary Assembly of the Council of Europe

As part of the Summer Session of the Parliamentary Assembly of the Council of Europe (PACE), taking place in Strasbourg from 22 to 26 June 2026, H.E. Mr Christophe MIRMAND, Minister of State, and Ms Isabelle BERRO-AMADEÏ, Minister of Foreign Affairs and Cooperation, presented the priorities of Monaco’s Presidency of the Committee of Ministers to members from the Organisation’s 46 member States.

On 22 June, the Minister of State addressed the Parliamentary Assembly in his national capacity and answered questions from members. He notably reaffirmed the Principality’s attachment to the founding values of the Council of Europe and highlighted the distinctive features of the Monegasque model, based on proximity, solidarity and the search for practical solutions serving the general interest.

The following day, Ms Isabelle BERRO-AMADEÏ addressed the Parliamentary Assembly in her capacity as Chair of the Committee of Ministers, presenting the Organisation’s main recent achievements as well as the priorities of Monaco’s Presidency. She also underlined the importance of dialogue, cooperation and multilateralism in addressing the challenges and threats facing Europe today.

On the margins of the Session, H.E. Mr Christophe MIRMAND and Ms Isabelle BERRO-AMADEÏ held several bilateral meetings with Mr Alain BERSET, Secretary General, Ms Petra BAYR, President of the Parliamentary Assembly, and Mr Michael O’FLAHERTY, Commissioner for Human Rights of the Council of Europe. These exchanges provided an opportunity to take stock of the initiatives already undertaken as part of Monaco’s Presidency and to discuss the main milestones that will shape its programme in the months ahead.

All of these engagements provided an opportunity to reaffirm the essential role played by each organ of the Council of Europe in the defence of human rights, the rule of law and democracy.

Monaco’s delegation to the Parliamentary Assembly of the Council of Europe, composed of members of the National Council – Ms Béatrice FRESKO-ROLFO, Mr Christophe BRICO, Ms Christine PASQUIER-CIULLA and Mr Régis BERGONZI – also took an active part in the work of the Session, reflecting the mobilisation of all Monegasque institutions.

In addition, as part of the cultural programme of the Presidency, Ms Isabelle BERRO-AMADEÏ inaugurated a photographic exhibition showcasing Monaco’s architectural heritage, which will be displayed at the Council of Europe for two weeks.
