Monaco and the European Court of Human Rights: A Practical Dialogue in the Service of the Rule of Law

On Friday, 26 June 2026, the Institut Monégasque de Formation aux Professions Judiciaires (Monaco Institute for Training in Judicial Professions), in cooperation with the Ministry of Foreign Affairs and Cooperation, organised the Conference "Monaco and the European Court of Human Rights" as part of Monaco's Presidency of the Committee of Ministers of the Council of Europe.

The Conference brought together institutional representatives, members of the judiciary, academics, lawyers, and legal practitioners from both the public and private sectors to examine a key issue: the tangible impact of the Strasbourg Court's case-law on Monaco's legal system and the effective protection of fundamental rights.

The event was opened by Mr Samuel VUELTA SIMON, Secretary of State for Justice, and Ms Isabelle BERRO-AMADEÏ, Minister of Foreign Affairs and Cooperation. Among the distinguished speakers and participants were Mr Mattias Guyomar, President of the European Court of Human Rights, together with several senior representatives of the Court and leading figures from Monaco's Institutions.

The discussions focused on proceedings before the Court, the individual right of application to the European Court of Human Rights, the execution of its judgments, the judicial dialogue between Monaco's courts and the European Court of Human Rights, and the role of the Court's case-law in the drafting of legislation.

The Conference highlighted that the European Convention on Human Rights extends well beyond litigation before the Strasbourg Court. It serves as a practical and authoritative framework for Monaco's courts, legal professionals and public institutions entrusted with ensuring the effective protection of human rights and fundamental freedoms.

The Conference proceedings will be published in the third 2026 issue of Monaco Droit, scheduled for release in July.
